An opportunity is available for an experienced Senior Cost Estimating Engineer to provide specialized cost engineering expertise across a range of Oil & Gas and refinery projects.

The chosen candidate will independently develop cost estimates and provide professional cost recommendations for capital expenditures, production improvements, maintenance programs, Health, Safety & Environment (HSE) initiatives, and refinery shutdown activities. 

The position also involves assessing the financial requirements of in-house plant modifications designed to optimize refinery processes, enhance production efficiency, and support operational safety objectives.

This role requires extensive industry experience, strong analytical capabilities, sound engineering judgement, and the ability to coordinate effectively with contractors and multidisciplinary project teams.

Key Responsibilities as Cost Estimating Engineer

• Independently prepare detailed and reliable cost estimates for refinery capital investments, production activities, maintenance programmes, HSE initiatives, and planned shutdown projects, ensuring alignment with established project requirements job in Qatar.
• Provide professional cost engineering advice throughout project development and implementation, supporting management and technical teams in evaluating proposed investments and operational improvements.
• Assess the estimated costs of in-house plant modification projects, considering engineering requirements, operational constraints, and opportunities to improve refinery efficiency and production performance.
• Review project scopes, engineering drawings, technical specifications, and available supporting information to establish appropriate estimation assumptions and cost requirements.
• Develop structured cost calculations using relevant engineering inputs, project data, and planned execution activities to support accurate financial evaluations.
• Coordinate with contractors, project engineers, and other technical stakeholders to obtain necessary costing information, clarify estimation requirements, and address potential discrepancies.
• Contribute to project planning activities by providing cost-related inputs that support scheduling, resource evaluation, and the assessment of proposed engineering works.
• Review available contractor cost information and identify potential financial considerations that may affect project planning, implementation, or overall cost expectations.
• Prepare estimates for refinery modifications associated with production optimisation, process improvements, maintenance requirements, and HSE-related initiatives.
• Maintain organised estimation records, including supporting calculations, assumptions, technical references, and relevant project documentation to ensure consistency and traceability.
• Present cost estimation findings, technical observations, and professional recommendations through clear reports, presentations, and discussions with relevant stakeholders.
• Apply strong analytical judgement and practical problem-solving techniques to address cost engineering challenges while supporting effective project coordination and informed decision-making.

Required Experience and Skills

• A minimum of 12 years of relevant experience in the oil and gas sector, with a focus on project planning, costing, contractor coordination, and engineering cost estimating.
• Strong understanding of cost estimation requirements associated with refinery operations, capital investments, maintenance activities, and plant modification projects.
• Demonstrated ability to independently evaluate project requirements and develop well-supported engineering cost estimates.
• Experience communicating and coordinating with contractors, project personnel, and multidisciplinary engineering teams.
• Excellent written and verbal English communication skills, supported by strong presentation abilities.
• Proficiency in Microsoft Office applications for preparing calculations, reports, technical documentation, and professional presentations.
• Strong leadership and motivational capabilities, with the ability to contribute effectively to team-based project activities.
• Sound analytical thinking, organisational abilities, and practical problem-solving skills.
• Ability to manage assigned responsibilities independently while maintaining accuracy, consistency, and attention to detail Remote jobs.

Educational Qualifications

• Bachelor’s degree in Civil Engineering, Mechanical Engineering, Process Engineering, or an equivalent relevant discipline from an internationally recognised university.
• Project Management Professional (PMP) certification is considered an additional advantage.
• Certified Cost Professional (CCP) accreditation from AACE International is also desirable.
• Candidates holding either or both professional certifications will have an added advantage.
