Quantity Surveyor – Highways & Road Infrastructure Full Time Permanent

Job Overview

Consulting Engineers Group UK Ltd is seeking an experienced Quantity Surveyor for an infrastructure opportunity in Bahrain. The position requires a professional with at least 10 years of experience in quantity surveying, cost estimation, tendering, and contract administration, particularly within highways and road construction projects.

The successful candidate will oversee quantity measurements, prepare Bills of Quantities (BOQs), assess project costs, evaluate contractor submissions, and support effective financial and contractual management throughout project delivery.

Applicants should have strong knowledge of FIDIC Conditions of Contract, standard measurement practices, construction documentation, and commercial procedures. Previous experience working on infrastructure projects in Bahrain or other GCC countries will be considered an advantage.

Key Responsibilities

• Prepare detailed Bills of Quantities (BOQs), project cost estimates, and associated quantity surveying documentation for highways, roads, and infrastructure projects.
• Perform accurate quantity take-offs using approved engineering drawings, construction specifications, and relevant project documentation.
• Develop tender documents, pricing schedules, and contractual documentation in coordination with the relevant project teams.
• Review contractor quotations and tender submissions to assess pricing, quantities, commercial compliance, and alignment with project requirements.
• Evaluate proposed variations, contractual claims, and changes in project scope, ensuring that assessments are supported by appropriate documentation.
• Monitor construction expenditure against approved budgets and prepare periodic cost reports to support project financial control.
• Review interim payment applications, verify completed work quantities, and assess payment certificates in accordance with contractual provisions.
• Support the preparation, assessment, and settlement of final accounts, including outstanding variations and relevant financial adjustments.
• Coordinate with design engineers, project management personnel, and contract administration teams to resolve quantity, cost, and commercial matters.
• Ensure quantity surveying activities comply with applicable project specifications, agreed contractual requirements, and recognised measurement practices.
• Apply relevant FIDIC Conditions of Contract when reviewing contractual obligations, contractor submissions, and commercial matters.
• Participate in technical and commercial meetings with clients, consultants, contractors, and other project stakeholders jobs in Bahrain.
• Maintain accurate cost records, measurement documentation, and supporting information for project reporting and contractual assessments.
• Identify potential cost implications arising from design changes or construction developments and communicate findings to the appropriate project teams.

Required Qualifications, Skills & Experience

• Bachelor’s degree in Quantity Surveying, Construction Management, Civil Engineering, or a closely related discipline.
• A Master’s degree in Quantity Surveying, Construction Management, or a relevant field is preferred.
• Minimum 10 years of professional experience in quantity surveying, cost estimation, and contract administration within construction and infrastructure projects.
• Strong practical experience in highways and road construction projects.
• Previous project experience in Bahrain or another GCC country is preferred.
• Proven ability to prepare BOQs, undertake quantity take-offs, develop cost estimates, and support tendering activities.
• Sound understanding of FIDIC Conditions of Contract and recognised standard methods of measurement.
• Experience reviewing contractor quotations, variations, contractual claims, and payment applications.
• Ability to monitor project expenditure, prepare financial reports, and contribute to effective construction cost control.
• Familiarity with tender documentation, construction specifications, engineering drawings, and contract administration procedures.
• Strong analytical, numerical, organisational, and commercial assessment skills.
• Excellent communication and coordination abilities when working with multidisciplinary project teams, clients, and contractors.
• Ability to maintain accurate commercial records and deliver quantity surveying assignments in accordance with project and contractual requirements gulf jobs.
